Tacking my horse (Image heavy, sorry)

I'm sorry that I'm posting another help message right after my last but I have no clue whats wrong with this horse. When I went to tack her she already have a snaffle bit, I tried to remove it but it didn't work. And it's all messed up, I can't put a saddle on, my bits aren't numbered, and any I put on are a snaffle, but I have like 5-10 curbs.

There's no place to put her saddle or saddle pad, there's an extra bit in the way.

I would just really like to know whats wrong so I could tack her, age her and stat eventing.
