what are they, who made them, why, and what does the name mean?

They are a practical joke by the game owner. Any horse that actually reached quad incon at birth would be amazing on VHR, so there are none, except in name. Quad Incon Foundies are unprediciable with stats and usually are born with terrible ones.

Lol! That's actually kinda cute, poor little horsey... lol. They might be good in confy though, lol. Is it even possible to statmax them?

actually I tried trialing them in confy, got some crazy high scores.

They are about as likely as any other horse on the game to score in confy, you might get a fluke, but it'd be rare. They can be statmaxxed. I tried a couple, and the real problem is that the foal's stats are completely random as well. You can get the same birth stats from untrained parents as you can from statmaxxed and rolled parents LOL.

same here, went through the hell of maxing some, only to find out that everything about them is a joke, lol, can't even crossbreed (to use their teeny height for example) because the foals go *poof*. I still have a bunch of them though, they hang around and I think they are funny... and they can go through Gym events if I really feel desperate to use them.
