"Quad Inco Foundy" Breed

What's the story with this breed? I found a few for sale and have been considering buying them, they don't seem to be a personal breed but they appear to be a limited breed? I went through the news updates and didn't see anything about them, I'm interested in working with them but really curious about their history/story. Thanks!
