Trouble with offline points...

Im trying to use my offline points to raise some of my skills and it wont let me.
Everytime i enter the amount of points to be used it never adds them.
It just always says : You have added 0 points to your skill level!
What is wrong why is it doing that?

Have you reached your maximum skill point allowance? You can only have 500 (not including Horsemanship, which is free). If you've reached 500, you'll need to remove a skill before adding points to another one.

So how can you keep alot of skills built up then?
Cause it tells me i need to unlock a skill
or it will just take away from a skill when it adds to the skill im trying to raise....
like if im trying to raise my western it will take away from my sport horse training.
So, how do you keep certain skills built up,
so when you need to use them,
you can?
