I am wondering which one of these cost the most.

TACK. By a lot. =\ If you only have one or two horses to shoe, a lot of times, people will do that for free... but tack is another story. That can be very expensive!

Tack majorly by about 6k if they are both of 100%quality

If you're talking about creating them on your sponsor account, shoes cost more. You have to buy the Iron or Titanium (pretty expensive) and then make the shoe deed, then spend another hundred to make it useable.

For tack, all you need is a bit of leather, a bit of cloth, a bit of iron, and you don't have to pay extra to make it useable. However making tack wastes a lot more material than shoeing.

I reckon tack costs more either way, if you take into consideration how much material is used + how much tack there is + if the red text appears and tells you you've lost a dozen strips of leather but haven't made a bridle.
