Seems like a silly question but....

How do you abort a foal? Is it just something sponsors can do?

Yup, it's a sponsor thing. You need to have 20 breeding and 80 vet to abort a foal, and it needs to be within 2 turns of the pregnancy's start.

Yes, and it is very useful when you make a big boo boo.. Like breeding a shire to an oldenburg :/
