Training Transylvania Steeds

I've been asked to max and roll some Trans. Steeds but when i get to traing gaited to raise sf and movement, it doesnt work correctly. The percent drops to like .01 or .02 I am using protective shoes and the diet is 35/15/15/15 i've tried changing diets as well as shoes. I cant get it to work. Any idea?

The horses are being trained in Halter, correct?
