Having a scammer list reminds me of something a middle schooler would do. I understand that you wouldn't want someone else to be scammed, BUT, it is, for one, a player's responsibility to check things out before they give someone their money or horses and protect themselves from being scammed, and it is also the duty of the ops to take care of people who do scam.
The whole thing would just be inappropriate and far below the maturity level of this game and its players.

In a case like that, you should always get the person to post the name of the account the bid/contract will come from.
