Can you pay for all the stuff on the goodies page through mail? Like goodie dyes, personal breed, and foundation pairs?

Yes, you can. You would also need to send a note containing your player number (so Nef knows which ranch to put things on), the horse number (if for a dye), the desired colour (for a dye), breed (if for a foundy pair or personal breed), and/or breed type (if for a private breed).

Also remember to never send cash through the mail
