You can use offline points to raise skills, they are located on the management page under where your email is It's a fast and easy way to get skills at 100.

Remember that you're only allowed 500 points + Horsemanship (which is a "freebie"). If you've reached that max limit, you'll have to remove some skills in order to gain more in something else.
