When an event is created, it has 24 hours (one day) in which to fill with entries.
Once the day is up and the event has at least 10 horses in it, the creator of the event can run it.
Some events tend not to get filled all the way to 10 though. I beleive that ops will run the event when it reaches 3 days overdue and has at least 4 horses in it owned by different people. Any less and the ops will just delete it.
