Breeding skill

I have 100% breeding skill on my stud ranch, and it says that 'With 50 breeding skill, your studs can sire 2 extra foals before having to take a turn.'

Does this apply to studs being used by the public?

Yes. That's why some public studs have -1 or -2 breedings left instead of 0 and the reason public studs have the note that the "Breedings Available" do not include owner's skill additions.
