You can use offline points to raise it. Make sure you haven't used all 500 skill points already.

That is the problem, I cant use my offline points to raise it. But i have used my 500 skill points already. So What do I do now? I mainly want the Breeding Skill, English Riding and English training skills and Ranch management skill.

The max points you can use are 500 therefore if you want it at 100 you'd need to take points off of another skill so you have enough room under the cap to raise the skill you want.

Keep in mind that if you have Horsemanship, it's a free skill, and doesn't count in the 500 point total
