Can I Goodie Dye a Leased Horse?

It's been a while since I played here so I want to make sure I can still get a goodie dye for someone this way. Can I dye the horse they want the dye on even if they are on lease?

Should be able to; so long as it is a goodie dye and not just an NPC type dye.
