So my acct expired and I'm at -12613 turns. Why didn't the turns go back to 127 or whatever novices are now? How long will it take to get back to normal?

You'll probably get it back to normal more quickly if you put a ticket in through Orbis Worlds. It's a glitch that occassionally happens.
