Tack not available

I have over a dozen bits, several saddles, spurs, etc. on my training ranch that are currently unused and show up in inventory under Item Crafting Skill. However, when I go to select tack for a horse, it says there are none of these items available....

They show on the Item Crafting Skills page whether they're on a horse or not. You need to check under the "proper" inventory to see if you have any free.

From there, it still shows several that are unused.... I shall check later and see if it changes.
