tack not staying on....

I have more than 20 unused curb bits sitting in my inventory that I purchased of the market, but when I go to tack a horse, its says that I have none available!!!!!! What is up with that?

Is the horse's discipline Western? All the other disciplines (that need a bit) use a snaffle bit.

Yes, they are all in western. I have tried different horses and its all the same. I have some on horses but about 20 that are being unused and When I go to tack a horse it says that I have none avail.
