I got my breeding skill to 100 (did it by breeding instead of using offline points - I think this is where my problem is...), and although it is at 100% and foals are born with 95% stats, it does not let me rush fertility mares. Is there a way I can sort this out myself (I don't have enough offline points to raise it to 100), or do I need to send a ticket in or something?

Do you have at least 80 in vet? You need both in order to rush fertility
