can't enter some of my local level horses into the new local events??

Check the actual competition scores. In order to not mess up existing events, their competition score and description remained the same, so though your horse says local and the event is local, the competition score required is different, most likely.

I am confuzzled... the score on them would place them in the local level now... is that not what you meant?

But local level had different scores up to a couple hours ago, events are determined by the score, not the "level". Once these previously set up events are gone, the score and the level should match up on all of them.

I have noticed the same problem, my horses between 1000-2500 seem not allowed in events...i think they have just changed the upper score limit for local havent they? but not the events?

The previously existing events did not get changed, hence, if you have a horse between 1000-2500, it might be able to enter regional events that were set up 3 days ago (even though your horse is titled as local), but new events have the new requirements and your horses should be able to enter local events that were set up after the change.
