it only lets me choose one bonus and i have the level to choose more but it says i have no choices left.

it started working before i was a level 8 and it would not let me choose any level 5 things but when i got to level 10 it let me choose them

You only get to select bonuses once per every 5 levels. So 1 at 5, your second at 10 etc.
For the level 5 bonuses, you need one of the level 1 prerequisites. So lvl 5 bonuses you really cannot get until you are level 10 anyway
