Breeding skill bug?

I am trying to rush fertility of my AAA Grade Show mare and I have 100% locked breeding skill. But, when I go to my breeding skill page it says this at the bottom:

"Return to this page when skill is higher to use some of these abilities."

WTF? I have 100% breeding skill.

You need vet skill too to rush fertility/abort foals. It should say the exact amount on the breeding skill page.
