All the foals I bred up seem to be a good chunk bulkier than their sire and dam, which is the exact opposite of what I was looking for (was hoping to hit +20 to get very slender foals this generation). Is there a cap to how slender a certain breed can be born?

All the first gen from foundy were born about +2-4 below their dam's stat (around 4-7), with the stallions being around +13-+17.
Only answer I can think of is a cap on their slimness (which is something I haven't heard of), but as a breed that's has a natural build of slim they should be able to get down at least one build point (I see many that are medium-heavy, which is two points up). I've also seen very slender DoMoWs, which have a natural build of medium.
