You can't teach someone to do it. Practise. You'll need a program like OpenCanvas 1.1 (free download) or Photoshop (elements 2.0 costs about 100 bucks) to do it but; stuff in MS Paint is counted as pixel art. Which is a discipline to itself, master it and you will own. :D
