Traction shoes . . . on a Western horse

But they aren't 100% quality, otherwise it would be Level 25 + 5 (the highest it can go)

Does that make sense?

well all my western horses have 100% quality traction shoes on and they only say 25 +1

will it do that with, say an endurance horse with padded shoes? Or is it just a western thing?
