If it's your own horse, and you just want to change it from, say, black to bay, you can buy a dye off the market, or if you have item crafting skills, you can create dyes yourself.

When you want to dye your horse, go to "my inventory", "dye", then choose the dye you want. Then it'll give you a drop-down list of your horses, and you click the one you want to dye.
