I know that when you breed two horses together, if it's say two Shetland Ponies that are both 10,8hh, that the height of the foal will drift towards the "average" height of the breed. Which for Shetlands is something like 12-13hh so the foal would be taller than both parents.

But is there like a minimum and maximum height for breeds? Some height that cannot be crossed however hard you try??

I think there is a range of heights that a horse of a certain breed can be. For example, Arabians are never 15 hands or taller. That's the only one I can think of right now, but I would assume that yes, there is a minimum and maximum height for all breeds.
