Running Events

I've just recently started running events, but I am having a problem. All of my events have under ten horses, so it will not allow me to run them. What do I do in this situation? People can't add horses after it's negative time, right?

Actually people can enter events at any time, up until they are run. So they can indeed enter your events after 24 hours (when it changes to negative time showing).
