bleh I just tried to add a fine avatar for my newest ranch which is novice and it did not appear D:
is it a bug or has it always been like that?

You mean on the Online Now page?
Avatar/banner things can only be placed on there by Sponsors. Another Sponsor only perk

Ah bleh that explains, Oh well I know now which ranch to upgrade next when i get the money 
Just cost avatars are pwetty and you can never have too many sponsors :3
