Do all of the stats have to be above 200 to be able to roll.

Like if intelligence is below 200 but all others are above, and I'm not interested in rolling intelligence, will I be able to roll the other three stats?

You've gotta remember the basic principle about rolling. The highest and the lowest stat will roll (the lower one more than the higher one). So if you don't max Intell (in your case), then that stat will be the lowest, and will roll.
