Alrighty, I'm currently at Level 17 on my ranch, but I've only gotten the chance to receive three bonuses.
Is this normal? Or should I be able to have more?

No, that is correct 
You get to choose a bonus every 5 levels. That is at levels 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50. If the account in question is only a novice account, you can only pick 5 bonuses. Sponsers get to pick 10 bonuses
