I keep going to use offline points to enhance my skills and every time i enter a number
like, say, 5 offline points;

And it does it no matter what number...i don't understand.

Try resetting the skill and using points again. Something like this happened to me except I lost the points I was trying to use and my skil didn't go up. I was told to put in a support ticket to help the Ops to track who this is happening to.

I have a feeling you will be told the same, maybe put in a ticket as well?

Mine would do that when your skills are already 500(+)/500. You can't add offline points when your skills are already a total of 500. That could be the problem- at least, it was mine.
