A friend of mine has two arabian foals that she sent to be trained and then the person just sent them back and she can't remember who it was.

Well, knowing who she sent them to is vital for Ops to do anything about it. I would suggest checking messages to see if she saved any to the person discussing the deal.

If she remembers, she'll need to put a ticket in through Orbis Worlds so an Op can speak to them. Without that kind of proof, like a message where they agree to train, or even knowing who it was so we could talk to them to hear their side, there's nothing we can really do.
