Does this skill actually work on anything?

I bought titanium, dye, tack, a horse, and bid on a horse and there wasn't any discount at all.

Same here i got it, but it never worked. So i ended up switching it...

Well, you could test it maybe.. Buy something from the market from an account without the bonus, then buy something for the same amount from the account with the bonus.

If it doesn't work, please put in a ticket so we can get Nef to fix it.

I did test it. I purchased all of the above items. Noted my bank balance each time, and the items price. Each purchased deducted exactly the advertised price with no discount.
