There are a number of programs you can use. Adobe Photoshop would be your best option. You can download a free 30 day trial (I think, still) and then purchase it from there. It doesn't come cheap however.

You can then surf the internet for tonnes of helpful tutorials etc that will help you. And practise, practise, practise!! =3

But thats just me. . . Because you can download epic win brushes etc and photoshop is alot easier to understand and is mostly universal. So. . . but alot of players use GIMP too ^,^ :lol:

If you use gimp, I'm willing to help you the best I can. =] I've used it a bit, I actually have an old tutorial I made.. last year I think. I just posted it in the artists corner and feel free to message me.
