Turns Question

I just have a question about turns. Why do novices only get one turn per hour? Do they not want novices to play? I am trying to make money by rolling horses and levelling for people, but I never have enough turns to do many horses. Betting brings in a lot of money, but it seems to make more sense that I should be able to work for my money instead of gambling it. I'm just wondering why this roadblock for novices is in place. They want novices to upgrade to being sponsors. Nef needs the money from sponsors and goodies to pay the server bills - which I've heard are a few thousand dollars a month.
