HELP WITH CONTRACTS

I am trying to send a training contract but I can't- it only lets me send two of my horses- WHY?!
Any help would be appreciated :)

Make sure the horses you are trying to send on contract aren't up for sale or stud and that they are in the stables and not in the pasture.
