Can a novice event train? If so where do you learn?

A novice can tweak already maxed horses for events, I do believe Jelly has a guide in the training guides section, but You can't train a horse from .1 because novices cannot get the skills that raise the stats faster to finish the horse young, or still breeding age at all.
