Stat cap?

I've been rolling one of my Companion Cavalryhorses of Alexander and I got his stats to Ex/Ex/Ph/Ph. I keep trying to roll Speed and Endurance but the percentage has stopped going lower. Is there some kind of stap cap that prevents those stats from rolling any further?

No. Are you sure the stats are in the right order/you've given it enough time?

Yes. Speed has the lowest actual number, Endurance the highest, and I have been rolling for 1.5 years without a percent drop. Here is the horse if you want to take a look.
